I have an old impex pocket watch that wasn't running and the likely cause seems to be that the balance wheel didn't really move freely and just stayed still even if you pushed it with tweezers. 6 years ago I took it apart and then life happened and I couldn't try to fix it. Here I am and got most of it put back together and now that I'm at the balance wheel i've noticed this same issue. The hairspring is quite messed up and I'm wondering where I can get a new one if at all possible?

It wasn't quite that bent when I started assembling it.. and then it was ?
I'm fairly certain the spring or balance assembly was the issue. I've tested the watch gear train with the pallet fork in very gently and it appears to move with no issues. Balance wheel was dead to the touch trying to move it with tweezers originally.

So the two questions:
How can I get the balance spring stud out to take it off the balance cock? 
How can I find a new spring/balance assembly?

Just grab the square stud in tweezers, pliers, trun it a little to loosen ,  push it out.

You are right, your easiest option is a new balance complete.
