Balance complete poised?

I'm servicing an ETA 1080. After installing a new balance complete the movement as a crazy positional error and loss of amplitude in those positions. Wouldn't a factory fresh balance complete be poised and vibrated correctly at the factory? What am I missing?

Yes, manufacturer poises balance completes, the wheel can get bent by little force anytime thereafter though.

Have you checked the end shake on balance staff?
