Gear train Spins when Inserting Balance Wheel

When I give my 2836-2 movement a couple of turns on the winding stem and try to install the balance, the gears including the pallets spin to a wind down state before the balance gets a chance to seat.
 
I expected the balance to catch on and start oscillating but it doesn’t.
 
Why is this?

Do you mean that the escape wheel is slipping through the pallet stones?

Possibly incorrectly seated pallets, or snapped pallet staff, or broken pallet jewel hole for example, if that's the case.

Hmmm...I have noticed some “slippage” between the escape wheel teeth and the pallets.

The pallets don’t seem to alternate in direct proportion with the speed of the escape wheel when I manually move the gears or main spring barrel.

I confess I’ve placed the pallet fork upside down... could this be the case? Or the escape wheel? Although less likely because the other wheels wouldn’t turn...

Both parts are in correctly.

I’ll take a closer look at it with my 10X loupe.

Most common causes are pointed out by rodabod

 Upper or lower jewels too far apart, allowing arbor to sljp out of holes. Yoh could have caused this by simply pushing on lever bridge. 

Uncommon causes are too many to list.I have seen master repairer woundering for days to find wrong fork installed by some watch butcher.

Bent fork . Even fork loosening on it's the arbor. Escapement wheel sljpping out of jewel noles. Escapement wheel wobbling.

I have a spare escape wheel and pallet fork.

 I’ll try one at a time and see if the problem goes away.

 I’ll also take a closer look at the pallet fork pivot.
