Yes , frequency F is a function of L the hairspring's  length, (inversly proportional)

     F=f(1/L)

Shortening the hairspring length increses the frequency . Runs faster.

 But as oldhippy stated  " if it is the hairspring "  If the problem turned out to be none other than the length of hairspring.
