After that many years dirt goes inside and make it stuck. It's not something particular to any watch model. Bring it to a shop or try yourself to clean it but if the bezel is hard to remove and/or replace you risk damaging it.

When I got the Tudor in my avatar it was completely stuck. Disassemble, clean and reassemble. 

Make sure no parts go missing when you have a fancy bezel with clicks... springs of all description and (sometimes) balls of carbide or ceramic. 

If you can’t find a tutorial on youtoob then put it inside a clear bag while you attempt disassembling it to catch flying parts.

Agree with the rest. The bezel needs cleaning. Be very careful not to further force it as some inner bezel mechanisms are made in such a way that they can break if you force them when there is a lot of debris inside.

Also careful when removing the bezel as you can also damage the inner components with whatever tool that you use.
