Offset cannon pinion with clip

Hi guys, I have an AS 1895 with an offset cannon pinion, and while I have worked on these movements before, this is the first one I have seen where the cannon pinion is tightened with a clip (see photo). The old clip was really loose, so I bought a new one, but now I am wondering what is the best way to install it. Should I place the cannon pinion on the wheel and then try to press the clip down? Or is it better to press the pinion and clip down together? Thanks in advance.
