It would be odd for an hour wheel to be faulty in one of these. The date rings often have damaged teeth, but the rest of the movement is very robust (if handled correctly).

 

To remove the hands you have to remove the fork module first. Not doing that- even uncasing without doing that- presents a real risk of damage to the index wheel and pawls. There are technical manuals around in PDF, best to follow them to the letter.
