Snailing Tool?

Took a punt on this from the bay and trying to get some advice on how it would be used.

 

The seller mentioned its a lapping or snailing tool that sits in the t rest of the lathe.

 

The only way i can see this working is this tool is turned sideways and the larger wheel is spun in the opposite direction by another motor to the part in the late and pushed against the face of the larger wheel.

 

have to see when i get it but , is that the case or is this just half of what i need,
