What are my options for choosing a set of hands for an irregular shaft diameter?

I want to get a set of replacement hands for my Timex Marlin.  The hand hole sizes are 1.75 x 1.20 x 0.21mm.

I haven't seen much with 1.75mm holes for the hour hand, so my idea was to take something smaller like 1.5mm (which has a greater variety of hands), and widen the hole size.  The process will obviously need to be more conservative, because I only get one shot at the hands, so I need to err on the side of a smaller hole.  With that said, what is my leeway when boring out the hole?  I have a micro drill bit set with a 1.7mm bit.  Should that be sufficient or will I need to get it right on the money?

You can open holes, but it will not work if that involves removing a collect section if that exists. Some hands do not have an actual collet per se, especially if they are thicker - these types are more likely to be able to be broached open.
