Stupid old phone; I wish I could zoom in closer.  I can tell they're made to curve around something (like maybe a staff) or under something.  Anything to do with balance work?

Those are for bending banking pins. Usually in a set of 12 different sizes. The idea is you can bend the pin over, then straighten it; the curve is in theory to allow doing this with the balance in place but that just doesn't work.

They can be used for bending banking pins but cleverly someone photograph them in such a way that we barely see the number. They appear to be identical to the ones made by Bulova specifically for bending a pin found in a tuning fork watch. Found a picture online it's not the best but it should give you a clue.

There are little holes and they have different part numbers
