Under The Topic "what Is It?!"

I bought a number of my tools as a Lot from a retired watchmaker. In the lot was this thing! What could this be?

 

It's a  brass rod with 2 wires through it. One wire through the middle with 2 open hooks and the other wire through the top and bent down to fit inside the open hooks... And, Yes! I know the other tool is a pair of #5 Dumont Tweezers!

 

I'm sure it's homemade and for a very specific purpose!

I wonder what month it was bought Added to the job lot as an April fool. Something I would do
