ETA 251.262 rotor stuck on winding only

I did post this question under another post but I think it is out of context there. So I am creating a post for it.

When added battery the rotor spins and moves hands 203, 224, 204 and 210. 

If you look at the video bellow that shows wheel 210 spinning.

But when I pull the crown 2 steps to setup the hour it is stuck hard. 

If I remove the wheel plate and remove the rotor, just the rotor and pull the crown all the wheels spin nice and smooth and I can setup the hour and minutes.

Put the rotor back then the crown gets stuck on hour adjust. Add battery and push crown back to resting position rotor spins, seconds go as wheel as all the related wheels.

I am totally puzzled ... I alternated it with other rotors thinking the gears could be faulty. But it all perfect.
