The only thing I can see is that the clock is supposed to be serviced, so should read zero on the rate adjustment dial on the front, the clock should have been adjusted for time keeping via the pendulum, I have never seen a pendulum bob like that one before either it appears to have shoulders is it upside down ?

I'll tell you. Look at the back cock screws and then the bracket clock screws, the pallet cock screw on the right is  one of the bracket screws which should be in the bracket left side top left. The screws are not polished, the others are.
