Pallet fork arbor replacement

I have an Elgin 770 with a pallet fork with a broken upper arbor pivot.  I've searched for a replacement pallet fork without success.  I'm told I might be able to buy an arbor and replace the broken piece.  Assuming I could find such a beast, is it possible to use my staking set to R&R the arbor?  No jeweling set available.

always nice when asking a question to post a picture of the object or watch. Because companies like Elgin produced a whole bunch a different watches from pocket watches to wristwatches to all sorts of really interesting clever things. But it would help us to narrow down so typically what I do is post a link like this one

now gives us a clue it's not a pocket watch it's a wristwatch and it should be replaceable.

then if you have an Elgin parts manual for the grade 777 the pallet arbor and the pallet itself will interchange with the grade 711. Because the arbor is listed as a separate component should be available separately. If it was taken out it's conceivable that the Swiss would have a generic replacement perhaps.

Ideally a tool used to work with friction jewels would be better as it would offer better controlled but you could probably do it with a staking said if you're really really really careful.
