Hi George,   An Introduction would be appreciated when new members join looking for help.   In answer to your question most repairers would re pivot the wheel , But to do that a lathe is required and tooling,Which by you statement you do not have. Therefore before proceeding we need to know the make of the clock and its model number if indeed it has one, as you will appreciate there are hundreds of clocks and therefore.    hundreds of escape wheels    So if you could furnish us with these details it would be appreciated.        If there is no model  associated with the clock perhaps a photo of the front plate and the back plate  to give members a chance to identify it.  Thank you.                  Cheers
