Check that the lifting piece (long lever) is moving far enough to release the strike warning wheel ,  The cam on the center wheel  with the four extensions on drive the levers fir the strike anf chime, one of theses extensions is longer than the other three this raises the lever high enough to release the warning wheel for the strike  !/2 rotation =    http://www.abbeyclock.com/Strike.html     a good descrittion can be found here

https://mb.nawcc.org/threads/rack-strike-elements.84179/    There is also a thorough description an two train and three train clocks to be had at the above link  On a two train that strikes The hour and Half hour the cam on the canter wheel behind the snail cam has two extensions  the three train has four as it strikes the quarters and the hour.
