Shim Under Balance Cock.....why?

I took apart the balance and balance cock today and found a half round shim under the balance cock. Although without the shim it doesn't work, isn't this just a patch someone put in there for a problem? Looks like the balance drags when th shim isn't there.

Since I'm new at this why would someone shim a balance cock?

I agree with Clockboy and Marc.

Another possibility could be that oil in the base of the balance jewels has turned into a a hard varnish over time and has not been cleaned out properly at the last service. The varnish can swell with both the cleaner and fresh oil, resulting in lack of clearance and a tight balance shaft. I have had this problem with a couple of old watches with fixed balance jewels in the past.

Anilv is right

Just about all the common russian sekondas (19 jewel through to 23 jewel) have them fitted, I have also seen them double stacked under the balance cock as well...
