Of course. Generic CNC machining , e.g. From Shenzen PRC www.sino-mfg.com

However for a watch case you need a manufacturer that specialize in that. I have various contacts, assume around $1,000 to make prototypes. Their goal however is to produce in some quantity, not one-offs.

Can they cope with the scale of watch parts? I thought this was very specialist. And would they do just 1 part? I’d be curious to know how much it would cost.

No, as mentioned the link I gave is for generic parts only. Give it a look anyway, it's interesting as well the website of Haas, the maker of the machinery they use. 

Watch case manufacturing is a different industry segment, I gave you an idea about the cost above, it can be less for a simple design and that include detailed CAD, that for production work has to be much, much more detailed than what a "sketch 3D" application can produce.
