Check that the lifting piece (long lever) is moving far enough to release the strike warning wheel , The cam on the center wheel with the four extensions on drive the levers fir the strike anf chime, one of theses extensions is longer than the other three this raises the lever high enough to release the warning wheel for the strike !/2 rotation = http://www.abbeyclock.com/Strike.html a good descrittion can be found here
Much better is to buy beaten up SS watches on Ebay. Restoring is not difficult, and very rewarding.
Even cheap Chinese are OK. What you want is good mandrels for the wheels, also great is a support for the tool.
You can purchase an excellent running movement complete with pristine dial and hands here for $55 US if that helps any. It's a bit of an investment, but it may be worth it to you to have a fully functioning watch.
